He was born in Ubima of Rivers State on 27 May 1965. Chibuke Rotimi Amaechi parents are Mary Amaechi and Fidelis Amaechi. He grew up in a densely populated area of Port Harcourt, named Diobu.

He attended St. Theresa`s Primary School and Government Secondary School Okolobiri, where he got his West African School Certificate. He graduated from the University of Port Harcourt, where he received a Bachelor of Arts Degree.

Chibuike Rotimi Amaechi family did not think that he would turn out to be a politician. He started his political career in Ikwerre Local Government Area. For two years, between 1992-1994, he was Special Assistant of Rivers State. In that time, he was also an important member of the West Africa Glass Industry.

In 1996, Rotimi Amaechi was the Rivers State Secretary chosen from the Democratic Party of Nigeria. In 1999, he managed to win a seat in the Rivers State House of Assembly. Later on, Rotimi Amaechi was chosen to be a speaker of the State.

In 2007, Rotimi Amaechi took the highest position in the state as the Governor of Rivers State. He was reelected as Governor of the state in 2011.
