The Speaker of the House of Representatives Yakubu Dogara on Wednesday, March 8, sponsored a bill for reform of Nigeria’s budget.

Yakubu’s action comes on the heels the controversy which trialed the 2016 budget.

The chairman of the House committee on appropriation Abdulmumuni Jibrin had accused the speaker and four others of inflating the 2016 budget, an act which is popularly referred to as ‘padding’ by Nigerians.

However, speaking at the Lower Chamber, Dogara said the bill will reduce controversies and allegations when passed.

He said the bill will also provide a time frame for the presentation of the budget proposal by the executive to the National Assembly.

The bill, the speaker noted will also provide a legal framework for the reform of the Federal budget process, contain serious penalties for violators of the Appropriation Act and regulate the preparation, presentation, enactment, implementation, monitoring and oversight, and penalties for contravention of the Appropriations Act in each fiscal year.

The new bill will make provision for dispute resolutions that may arise between the Executive and the Legislature before, during or after passage of the Budget.

The bill will further propose penalties for violation of the Appropriations Act including written reprimand, written warning, suspension from office, surcharge, demotion or reduction in status; denial or promotion, termination of employment, impeachment and for committee chairmen in the National Assembly, removal from chairmanship of committee, among others.

It will also make room for rewarding public officers and civil servants for outstanding work which include letter of commendation, certificate of merit, public decoration, with a medal of recognition, recommendation for accelerated promotion, recommendation for national honour and gift in cash or kind among others.

Also speaking, the spokesperson to Dogara, Turaki Hassan said the bill is a fulfillment of his principals pledge to reform the process of budgeting in Nigeria.

He said the new bill will produce a realistic and lasting budget reform process.
