Introducing the financial plan to the state House of Assembly yesterday, Emmanuel said the 2019 spending plan is predicated on an oil benchmark of $60 per barrel at a creation rate of N2.3 million barrels for every day with a conversion scale of N305 per US$ in accordance with the spending benchmark projections.
